At the start of the third quarter, the umpire blows for 30 seconds and then 10 seconds. After 10 seconds, the red team are on court ready to play but the blue team are still at their team bench. The umpire asks the blue team to get on court which they do after a further 10 seconds.
The whistle is blown to start play. The controlling umpire then immediately blows the whistle again to penalise the blue team for failure to take the court (delaying play). The sanction is a penalty which is advanced to be taken near to the red team's attacking transverse line.
Explanation
The blue team were not ready for the start of play after umpire's whistles. If a team does not have five players present at the start of a period of play, the umpires will wait up to 30 seconds. By this time, the blue team are now ready on court so they are penalised for failure to take the court (delaying play) under Rule 3.6.

Action:
If the team takes the court within 30 seconds: the umpire starts play and the infringing team is penalised for delaying play [Rule 19.1] and [Rule 19.2] immediately following the whistle for the centre pass.
If the team is not able to take the court within 30 seconds: the umpires will award the match to the opposing team.
